+1 I am current still having the same issue. I have Nextcloud installed but need to remove the "index.php" from the permalinks and it looks like achieving this requires I modify the php-fpm settings but I am having issues adding them to the proper location in aapanels file structure for Ubuntu 20.4.
This is what Nextcloud recommends:

I followed their instructions and open this doc up in Nano: /www/server/php/74/etc/php-fpm.d/www.conf.default
And then I uncommented the following line in this doc: clear_env = no
Still getting the error, however:
"PHP does not seem to be setup properly to query system environment variables. The test with getenv("PATH") only returns an empty response. Please check the installation documentation ↗ for PHP configuration notes and the PHP configuration of your server, especially when using php-fpm.""
