This is because your server can not connect to the gmail smtp server.

Generally, large hosting providers will prohibit your server from accessing port 25 of other servers (google cloud, aws ...)

I am also getting the same issue, I am using aws server with aa panel and my local PHP mail function is not able to send mail.
can you please help me with this?

It can only be solved by changing the server provider or using mail relay
