How can i set up limit per ip

How can i set up limit per ip? i need only 3 users only allow connect if more need refuse or redirect.
I believe this will save me from ddos attack.

aaPanel_Jose Yes i want it for website .. not website exactly i want for particular port may be global .. we using centos7 and aapanel i want connect only 3 user per ip. I got ddos and somebody using my api with cnd hosting like bunnycdn. if i limit connection may be i am safe .. sorry for my poor english
