Site Can't Be Reached

Did a little googling all I could find for related problems was peoples panel not working. My panel works fine but my website it self will not load. I have restarted apache multiple times and restarted vps. When I run b 22 I get this output:

I am trying to run site off raw ip. Im pretty sure I put domain as ip:80 but am not sure where to check.

Hello, what information does it prompt that you cannot access? Does the server provider have security groups? Are relevant ports open?
Is the web service running?

I have apache running yes. Not sure what you mean by security groups but my ssh is admin. Hosting does not block ports.

Where are you seeing that? I see this in security everything look open.

Hello, please check whether the server provider's security group opens port 80, or the network device needs to open port 80, or contact the network provider to request opening port 80.
