Unable to create database

I'm unable to create database from laravel code
DB::statement("CREATE DATABASE {$database_name}");

i'm getting permission issue

What's the required permission for creating & deleting database from laravel code and how to assign permission to that user?

Hello, it prompts that the user does not have permission.

So, how can i assign necessary permission to database user?
I want to create database with same database user naem and password.
