Issue with Apache wont start when Vps reboot

I Have an issue with aapanel on OS Almalinux 9.4 / Rockylinux 9.
every i try reboot vps, apache not start automaticly, it like paused or something. So, I must login into aapanel and click restart on it. and sometime PureFTP and Fail2ban also stoped.

Also menu restart server from aapanel wont work on Alma / Rocky. but i try debian 12 works well.

Please fix it for alma and rocky compability

nikokenzo also, maybe You can try to enable start on bot from systemctl
