please go to the database menu...when creating the database there are permission settings..if you want to save your database with a different ip or different server..then select specified ip..enter the ip of your server that you want to use as a database..don't forget the connection file settings your database uses your ip as host

I try anything, nobody help to us, it´s hard... Nothing find in Google how create Cloud hosting for free.
The fastest way is create a cloud 2 core VPS with installed database, what you can buy at Cloud VPS provider. That´s only guarantee the 100% uptime for databases, and all work make the VPS provider team (like GoogleCloud and so on).
Not cheap, but your data running from multiple countries, and no outage. Not cheap, but no problems.
